1 . Assemble the wheels ont o the wheel suppor t frame as follo ws: a. Install one of the cotter pins into the hole on one end of axle. b. Slide the large w asher , then wheel onto the axle ne xt to the cotter pin. c. Slide a small w asher , spacer , small washer on to the axle next t o the wheel.
